I thought the stuff about transport infrastructre in Groningen was quite
interesteing, given that it's a City roughly the size of Cambridge.

Sigh. Yes. Technically, I don't see any insuperable problem.
Financially, the requested TIF money would probably get such a
change started. But politically?
